Utilization
Comcor will investigate potential utilization projects in the vicinity of the landfill site. Possible utilization projects include direct use at a neighbouring facility or at the landfill, or generation of electricity for sale. Comcor undertakes all aspects of the utilization project, including design and construction, financing, negotiation of the gas purchase agreement as well as operation of the landfill gas utilization system for the life of the project. The development of a landfill gas utilization project may include a royalty payment to the owner of the landfill.

Power Purchase Agreements
Regardless of the type of utilization, most projects will require a long-term agreement for the purchase of the power or sale of the gas. This commitment to purchase the power is necessary to justify any capital investment in the system. The negotiation of long-term power purchase agreements can be complex and lengthy. By assessing the risk profiles of the purchaser and the project, Comcor has successfully negotiated several agreements with both public and private sector clients.

Greenhouse Gas Emission Reduction Credits
The market for greenhouse gas emission reduction credits is still in the development stages but, in light of the national commitments made by Canada under the Kyoto Accord, many companies have entered into agreements for trading credits. While the credit system is still being developed by the Canadian government, many companies have participated in emissions trading as part of their risk mitigation program. However, until this system is formally and legally accepted by governing parties, it remains a purely speculative market, in which companies attempt to hedge their emissions position through credit purchases.

In order to provide structure to the emission credit system, emission reduction credits must meet specific criteria for acceptance:

  • Real - credits must be as a result of specific initiatives;
  • Verifiable - credits must be measurable in an accepted manner;
  • Surplus - credits must be as a result of initiatives above and beyond the requirements of regulatory bodies; and
  • Have unencumbered ownership - vendor has capacity to sell credits.

Comcor has direct experience negotiating and implementing emission reduction credit agreements, including documentation of credit verification. Most emission reduction credit agreements require a long term commitment to provide credits. Comcor, with our multiple projects, is able to make long-term commitments on credits. In the event that a project is not able to meet the credit target, Comcor can substitute credits from another qualified project; a risk mitigation strategy that is not available to participants with limited emission reduction projects.

Utilization of landfill gas provides an environmental benefit through the reduction of greenhouse gas emissions, addresses odour and safety issues at the site, and provides a potential source of revenue to the owner. Utilization options range from generating electricity to direct use in a boiler system to providing heat and carbon dioxide requirements for a greenhouse.
